An Official Insult to Hispanics by the City of El Paso

This picture is from a presentation by the city manager, with no reporters allowed, at a special city council meeting July 19, 2006 and paid for by your tax dollars. The presentation was prepared by an out of town consulting group.
In a city of over 80% Hispanic population, a man such as this could be your father, or grandfather. I am astounded. This man could have been struggling his entire life to care for his family under a system geared to assure that only the favored class has access to life's bounty. Perhaps men such as this are too busy struggling to simply have food, shelter and clothing to pursue higher education. This reproach to the citizens of El Paso goes beyond the limit of human decency. Perhaps the new El Paso will seek a return to the public signs, often commonplace in the 50s era El Paso, which stated 'No Mexicans Allowed'.

Apparently, in the eyes of some, such as the city manager, it is perfectly acceptable to insult the community. Make no mistake this branding effort is part and parcel of the PDNG downtown plan. Are we to infer that Mexican Americans are unwelcome in the new El Paso?
Is this the recommendation by staff? Why are the minutes of this meeting unavailable? This is an example of how your tax dollars are used by the best city manager in Texas, and an example of how El Pasoans are perceived by the elite of our city. This is city policy? This is why we voted to have a city manager?
