City of El Paso Public Policy Statements

These policy statements were developed by the El Paso City Council during the Strategic Planning Conference which was held October 13, 2005. The policy areas covered are: economic development, community development, transportation, citizen involvement and services and operations.

Economic Development Policy Statement

To become the city with the lowest unemployment rate and highest per capita wages in the United States.

  • Increase the number of jobs available
  • Increase the quality of jobs (benefits/wages)
  • Build a sustainable, diversified economy
  • Seek regional and international development opportunities
  • Devote resources and incentives to core economic development areas

Community Development Policy Statement

To become the most livable city in the United States, and be recognized as an international city.

  • Update the Comprehensive Plan using smart growth and new urban principles
  • Promote sustainable quality development and redevelopment of neighborhoods
  • Update standards for redevelopment of older neighborhoods

Transportation Policy Statement

To establish a comprehensive transportation system to:

  • Lead to the lowest car dependent city in the Southwest
  • Establish El Paso as an international transportation system hub
  • Establish El Paso as the premier just-in-time international commerce port in the United States
  • Maximize economic development opportunities
  • Mitigate traffic congestion

Citizen Involvement Policy Statement

  • Establish a neighborhood leadership academy
  • Create effective neighborhood associations throughout the city
  • Conduct a demographic study to meet the needs of all the citizens (utilize materials that can be citizens)
  • Implement a process to assess citizen/customer satisfaction
